Reports say that the USA dedicated 13% (around billion $ 52) of its country’s budget for I.T. spending compared with 3% for India and 2.4% for the U.K. in 2002-2003 (Wagner et al., 2003).

Amounting to over 1% of GDP in most industrialized nations, e.g. U.S. $28 billion annually in the United Kingdom (Margetts, 2006). Sesan (2001) defines ICT as the convergence of microelectronics, computing and telecommunications.
